Where the board's records come from. Signals are loaded as periodic snapshots of official records — jurisdiction delinquent-tax and tax-sale lists, the DC vacant and blighted registries (Class 3 and Class 4 kept distinct), Baltimore City's open vacant-building notices and its vacant-lot inventory, published trustee foreclosure-sale notices, local code-enforcement records, and institutional REO inventories (HUD, Fannie Mae HomePath, Freddie Mac HomeSteps). Distress gets more useful when signals stack.

One signal identifies a condition. Two or more reveal overlapping pressure. Stacking happens where a jurisdiction publishes more than one kind of record — today the District and Baltimore City, which between them hold parcels carrying two or more. The Maryland suburbs and Virginia publish a single record type each, so their edge is volume and timing instead. The coverage table below shows exactly where each market stands.

The stacked market

Four record types — tax delinquency, vacancy, blight and bank-owned — land on the same parcels. properties carry a signal and carry two or more. This is where the priority model above does real work.

Maryland suburbs
The volume market

properties across Montgomery, Prince George's and Charles carry published tax delinquency. There is no second record type to overlap, so the edge is working a large current list before it is picked over.

Baltimore City
The depth market

The densest distress in the footprint. properties carry a signal and carry two or more, across tax sale, vacant-building notices, vacant lots and trustee sales. It gets its own section in the jurisdiction picker.

Northern Virginia
The timing market

Virginia localities publish only pre-auction notices, so counts are small — properties today. But each one is two or more years delinquent with a judicial sale already scheduled. Fewest properties, highest intent.

Tax-delinquent
A parcel appearing in the latest loaded official delinquent-tax or tax-lien-sale list. Reflects the source list at load time — it does not confirm the balance remains unpaid today.

A building or parcel classified as vacant in an official registry or government vacancy record — not photographs, not visual guesses.

Vacant lot (land)
An unimproved parcel carried on an official vacant-lot inventory — land, not a vacant structure. Kept as its own signal so a buildable lot never reads as a vacant building.

Blighted
A property explicitly classified as blighted, unsafe, or condemned in official enforcement records. In DC, Class 3 vacant and Class 4 blighted stay distinct.

REO / bank-owned
A property identified as lender-owned after foreclosure through ownership records or confirmed institutional inventories. A property still heading to sale carries the foreclosure signal instead, not this one.

A parcel with a scheduled trustee or judicial foreclosure sale, drawn from published sale notices. Carries the sale date, time and status — the one signal with a clock already running on it.
